Requirements
All permit holders must meet all Insurance requirements found in the general provisions below:
All vehicles operating under permit in Black Hawk County shall be registered for gross weight requested, proof of vehicle registrations and/or cab cards shall be submitted with application.
Your permit request will be reviewed by the County Engineer’s staff. Loads on some routes may require a detailed engineering analysis before a permit is issued. Please allow 48 hours for the completion of your permit. Additional time may be required for more detailed engineering analysis.
Load Restrictions
Many bridges in Black Hawk County have load restrictions. There are also construction projects and detours which will affect the route you may use. Please view the information provided to help you determine a suitable route or call the County Engineer’s Office for assistance at 319-833-3008.

- Annual Oversize & Overweight Permit (PDF): $400 (Oversize & Overweight) Interactive Map
- Annual Oversize Permit (PDF): $50 (Oversize, Legal Weight)
- Single Trip Permit (PDF): $35 (Oversize and or Overweight)
- Multi-Trip Permit (PDF): $200 (Oversize and or Overweight)
- Embargoed Roadway Permit (PDF): $35
- Raw Milk Permit (PDF): $25
- Annual All-Systems Overweight Permit (PDF): $500 (Issued by the Iowa DOT)
- Utility Work Within ROW (PDF): Request permission to install a utility in the county right-of-way (ROW). Permits will require approval by the County Engineer and the Board of Supervisors.
- Excavation in the ROW (PDF): Request permission to excavate in the county right-of-way.
Insurance Requirements
Permits issued by the county require the operator, contractor, or applicant to carry appropriate insurance and to provide a Certificate of Insurance to the Black Hawk County Engineer's Office before the permit can be approved. Black Hawk County Requires General Liability in the amount of $1 million per occurrence, $2 million Aggregate, $1 million Automobile Liability and $1 million in Umbrella Liability.
- Driveway Entrance (PDF): Request to add, relocate, or widen an entrance to your property. New home entrances must have a 911 address issued from the Planning and Zoning office at 319-291-4366 before an entrance permit will be issued. Entrances to County roads must be approved by the County Engineer. Your application will be reviewed and the site will be inspected for safety and drainage concerns. New driveway installations are paid for by the owner.
- Tile Crossing (PDF): Request to place a connecting tile line beneath a county road.
- Excavation in the ROW (PDF): Request permission to excavate in the county ditch along your property.
- Annual No Spray Application (PDF): Request that Black Hawk County not spray herbicides adjoining your property. The applicant will be required to maintain the permit area free of noxious weeds and trees. This permit is only valid for county right-of-way adjoining property owned by the applicant.
- Adopt a Roadside Prairie Permit (PDF): The program creates an opportunity for landowners to grow their own roadside prairie. Black Hawk County IRVM staff will work with participants to establish, manage, and promote native prairie growth within the right-of-way.
Insurance Requirements
Permits issued by the county require the operator, contractor, or applicant to carry appropriate insurance and to provide a Certificate of Insurance to the Black Hawk County Engineer's Office before the permit can be approved. Black Hawk County Requires General Liability in the amount of $1 million per occurrence, $2 million Aggregate, $1 million Automobile Liability and $1 million in Umbrella Liability. Statutory limits for Workmen's Compensation are needed for Tile Crossing permits only.
