The Black Hawk County Board of Supervisors has allocated funding for providing community services that advance the following public purposes:
• Stable and secure housing• Heating and utilities• Nutrition and Hunger• Health and mental health care • Shelter and heat when housing is unavailable• Education• Job training• Basic skills training• Special needs training and assistance• Poverty and providing for basic necessities• Financial management and debt relief• Relief from domestic violence, domestic assault, and sexual abuse/assault• Childcare• Energy• Conservation and preservation of natural resources• Environmental protection• Business climate• Employment opportunities• Economic vitality• Crisis prevention and assistance• Equal opportunity and combatting discrimination

Applicant presentations will be scheduled at one or more upcoming meetings of the Black Hawk County Board of Supervisors. The presentation length will be approximately ten (10) minutes. The Board may allow for additional time for questions and answers.
Because community services are sought in order to serve residents of Black Hawk County, and because of the desire to encourage local providers of such services, preference will be given to organizations that are either solely located in, or have a branch office located in, Black Hawk County.
Community services funds may be used only for services that advance once or more of the public purposes identified by the Black Hawk County Board of Supervisors and listed below, for the benefit of the residents of Black Hawk County. Applicant should be able to identify services it performs that will advance one or more of the following public purposes identified by the Board of Supervisors.
Community services funds must be used for those services for which the County ultimately contracts. Contracted services must be performed and invoiced in order for funds to be paid.
At any time, the Board of Supervisors may request that an update on services being provided be presented to the board during public meetings. The Board may request documentation concerning contracted services.
Year-end reports and/or presentations may be required. Failure to submit required reports will be considered in determining eligibility for award of future community services contracts.
Submitted applications will be evaluated by the following criteria in no particular order of importance:
Community services funds may not be able to fund every request submitted. If an application is not awarded, the decision does not reflect on the value of the group or service. Funding decisions will be made in February. This is not an ongoing allocation; funding to agencies is contingent upon the amount of funds the Board of Supervisors have allocated.
To ensure fairness, applications that are incomplete, do not follow guidelines, or miss the deadline will not be eligible for funding.
