Treasurer Stacked

BLACK HAWK COUNTY – Changes to the Iowa Code impacting vehicle transactions and fees are scheduled to go into effect on January 1. This is due to HF 674 from the Iowa 2024 legislative session that changed Iowa code 321 effective January 1, 2025. (The full language of House File 674 is available at www.legis.iowa.gov. )

The changes include:

  • Any county can process vehicle ownership transactions.
  • Increased fees related to vehicle titling.

County transactions impacted by the change in code include regular title/registration, replacement titles, dealer titles, security interest notation and discharge, non-transferable registration, salvage titles, and junking certificates.

Please note that DOT forms may not reflect the change in fees and customers will need to update documents for processing after January 1, 2025.   All forms are fillable and can be found on the Iowa Department of Transportation website (iowadot.gov).

The following fees have increased by $10.

  • Initial title fee currently $25 = New fee $35
  • Replacement title fee currently $25 = New fee $35
  • SI notation currently $10 = New fee $20
  • Fee for new registration currently 5% purchase/lease price = New fee 5% purchase/lease price +$10
