Summary
The Black Hawk County Conference Board is seeking a person to fill the position of Assessor Board of Review member. The Board of Review is a five-person board comprised of Black Hawk County residents. The board members are appointed by the Black Hawk County Conference Board for the purpose of reviewing assessments made by the County Assessor.  The open position is for a person who is actively engaged in the Real Estate Field: Appraiser, Realtor, Contractor.

Job Responsibilities

  • Members of this board hear written/electronic appeals of any owner/taxpayer who feels their assessed value, classification, or related exemptions are not correctly assessed or implemented as required by law (Iowa Code Section 441.35 Powers of Review Board)

Time Commitment

  • The Assessor Board of Review meets annually in May and if the work has not been completed, the session can be extended to July 15. 
  • The board may also meet October 10 –November 15 of odd-numbered years, depending on equalization orders. 
  • On the days of hearings, board members usually meet in the mornings in the Black Hawk County Courthouse.

Term & Compensation

  • This is a six-year term and is compensated at $200 per diem with no benefits.

Minimum Qualifications:

  • Be a resident of Black Hawk County.
  • A member of the Board of Review shall not at the same time serve on either the Conference Board or the Examining Board; or be an employee of the Assessor’s office.
  • This board consists of five members.
    • One member must be a farmer 
    • The remaining member’s occupation shall include as nearly as possible:
      • A licensed real estate broker 
      • A licensed architect, or 
      • A person experienced in the field of Building and Construction.
  • No more than two members of the board of review shall be of the same profession or occupation.
  • All members must have knowledge of property values in the county by reason of their occupation.
