Black Hawk County, IA -- Black Hawk County has received a strong Aa2 credit rating from Moody’s Ratings as it prepares to issue $5 million in general obligation bonds. The rating confirms Black Hawk County’s sound financial foundation and responsible fiscal management as it moves into the next phase of funding long-term capital improvement projects.

Moody’s cited strong reserves, high liquidity, and low long-term debt in awarding the Aa2 rating. The favorable rating positions Black Hawk County to receive competitive bids as it finances accessibility and safety upgrades at the Courthouse and Pinecrest buildings, along with several improvements to County Conservation buildings and green spaces. 

“This rating confirms what we already know: Black Hawk County is managing taxpayer dollars responsibly while investing in our future,” said Board of Supervisors Chair Tavis Hall.  “As we move into the next phase of the bond process, we’re proud to be in a strong position to deliver on the improvements our community deserves.”

Public bond hearings were held on April 1 to allow for public input and ensure transparency in the funding process. The $5 million bond issuance is part of a larger, multi-year capital plan that was carefully grouped to reduce overall issuance costs and help secure better rates. 


 Next Steps:

  • The bonds will go to public sale on May 27 at 10 a.m.
  • The Board of Supervisors will accept the winning bid during a special meeting on May 27 at 1 p.m.
  • The meeting is open to the public, including a virtual option—details are available on the county’s website under the Agenda Center.

Following the bond sale, Black Hawk County will have approximately $14.4 million in total outstanding debt, an amount that remains well below revenue and is consistent with Black Hawk County’s careful approach to long-term planning.
